Obtaining documents from Syria

A Syrian document is not finished the moment it is issued. Whoever will receive it — an office in Türkiye or a file in Europe — is what decides the form of certification and translation, so we start from that destination rather than from the document.

What is hard for you, we can manage — God willing

Who is this service for?

  • You need a civil registry extract or another civil record and cannot travel to Syria.
  • You live in Europe and a Syrian document has been asked of you for an asylum, family reunification, marriage or birth registration file.
  • Your original document is lost and you need a reissued replacement, not a photocopy.
  • You need school records or a certificate for diploma equivalence or university admission.
  • You are obtaining a document for someone else: a minor, an absent relative or a deceased one, for an inheritance, guardianship or death registration matter.
  • You already have the document and are stuck on one question: will the authority accept it in this form?

What we do

  • We establish which document you actually need and for which authority — the everyday name of a document differs from its name in the register, and a correct document under the wrong name is of no use.
  • We establish which civil registry office holds your record, because a document is issued where the record is kept, not where you lived.
  • We arrange the power of attorney in the form the Syrian side accepts, and tell you where to sign it if you are outside Türkiye.
  • We obtain the document under that power of attorney: an individual registry extract, a family registry statement, birth, marriage and death records, a reissued replacement, and school records, certificates and transcripts.
  • We follow the certification chain and the sworn translation in the form the receiving authority requires.
  • We send the document to your address, inside Türkiye or abroad.

And what we do not do

  • We do not issue the document. The official authority issues it; our work is arranging the power of attorney, following the issuing process, and preparing the document for whoever will receive it.
  • We do not say “we will obtain it” before we are sure the record exists. If the record is incomplete or the register is not reachable, we tell you that first rather than take money from you for a wait.
  • We give no timeframe for the step that happens in Syria. It is not in our hands, and not in the hands of any office here — if someone promises you a specific day for it, ask them on what basis.
  • We do not change what the register says. If the name or the date of birth is wrong in the record itself, correcting it is a separate matter before the Syrian authority; reapplying from here does not fix it, and repeating the attempt only costs you time and another fee.
  • We do not obtain a document in someone else's name without their power of attorney or proof of your relationship to them. This is not us being difficult: a request made without standing is refused at the office, and it can cause the person on the record a bigger problem than the wait.
  • We do not guarantee acceptance by an authority in Europe; its requirements are its own. We prepare the file to what it asks and tell you frankly if something is missing.

Why do we ask about the receiving authority before we start? Because the same document is prepared in different forms: what satisfies an office in Türkiye may not satisfy an authority in Germany or Sweden. Knowing the destination from the outset saves you a full certification-and-translation round paid for twice. The power of attorney is not needed yet: we send you its wording once the document is settled, and you sign it at the notary if you are in Türkiye.

How the procedure runs for obtaining documents from Syria

  1. We establish the document and the destination

Which document exactly, for which authority, in which country. These three answers decide the document and the form it has to be prepared in — nothing before them.

our partWhatsApp or at the office

  2. We locate the record

A document is issued by the registry office that holds your record, not by the one where you lived. We work back to it from the older documents you have and tell you what we found.

    our part

  3. The power of attorney

We draft the wording and tell you where to sign it: at the notary if you are in Türkiye, or before the competent authority in your country of residence if you are in Europe.

your partDepends how fast you arrange the power of attorney

  4. Issuing

Our representative applies to the competent office and the document is issued. This step follows the Syrian side alone; we tell you whenever the file actually changes state, not merely to reassure you.

the authority’s partFollows the Syrian side

  5. Certification, translation and delivery

We put together the certification chain and the sworn translation in the form the receiving authority requires, then send the document to your address and follow its arrival.

Paid to others

Fees, certification and shipping

Office fees, the notary, sworn translation and certification, and the shipping charge — paid to those who charge them, and varying by document, by receiving authority and by destination country. These amounts do not pass through us and we give you the receipt.

For establishing the document and the destination, locating the record, arranging the power of attorney, following the issuing, certification and translation, and arranging delivery. We tell you the full amount before we begin.

The first consultation is free whether you continue with us or not. And if it turns out that what you already hold satisfies the receiving authority, or that your document can be obtained where you are without a power of attorney, we tell you so and you do not need us.

What usually stops a file

A document rarely stalls because it does not exist; far more often it stalls because it was asked for in the wrong place, arrived in the wrong form, or was obtained at the wrong time. These are the most common reasons:

Searching the wrong registry officeA record is not necessarily held in the province where you were born or lived. Searching the wrong one means a wait that is wasted entirely before anyone tells you the name is not registered there.
The name is written differently across documentsA single letter of difference between the passport, the registry extract and the European document makes the receiving authority treat them as documents of different people.
An incomplete record or an unreachable registerSome records are incomplete and some registers cannot be reached. Pressing the office does not fix that; it has to be known first, and then an alternative route looked for if one exists.
A power of attorney in an unacceptable formOne signed in the wrong place or missing powers is refused at the office and has to be redone from the start — and this is the most frequent problem for people living outside Türkiye.
A certification chain incomplete for the receiving authorityAn authority in Europe may ask for a longer certification chain — a consular certification or a further link — on top of the sworn translation, and there is no apostille on a Syrian document that could shorten it. A valid document missing one link is turned back as if it had never arrived.
Obtaining it far earlier than neededSome authorities are not satisfied by a valid document alone; they want it recently issued, and some certifications carry an expiry of their own. Obtaining the document long before the rest of your file is ready can leave it out of date before it is ever submitted, and the round is repeated at your cost.

The conditions, the form of certification and the periods change by decision of the authorities and differ by document and by receiving country; we verify them when we study your case and do not publish figures that may be out of date.

Questions people ask about obtaining documents from Syria

I am in Europe and cannot come to Türkiye — can you still obtain it?
Yes, and this is the most common situation that reaches us. You do not have to come to Türkiye or to Syria. What is needed is a power of attorney signed in an acceptable form where you are, the registry details, and a delivery address. We tell you from the start where to sign it in your country of residence and what has to be written in it so that it is not refused.
Which documents can you obtain?
Most of what the civil register and the schools issue, under a power of attorney and without you travelling. From the civil register: an individual registry extract, a family registry statement, birth, marriage and death records, and a replacement for what was lost. From education: school records, certificates and transcripts. What other bodies issue — court documents, or anything to do with military service — follows a different route with conditions of its own. Send us the name of the document exactly as it was asked of you, and we will tell you whether it can be obtained by power of attorney before you pay anything.
The authority in Europe is asking for an apostille — what should I do?
No apostille is placed on a document issued in Syria; Syria is not a party to the Apostille Convention — that is recorded in the status table published by the Hague Conference on Private International Law. So anyone asking you for “an apostille on a Syrian document” either means consular certification by a familiar name, or does not know the difference — worth clearing up before you pay for a stamp that does not exist. What takes its place is a chain of certification ending at the authority that will receive the document, and its length depends on the document itself and on the receiving country, with no single answer that fits everyone: some authorities are satisfied with certification and a sworn translation; others ask for a longer chain or a consular certification. Send us the name of the authority, the country and a photo of the request you received; we go through it and tell you exactly what your document needs before you pay for a single link.
Does the document or its certification expire?
In many cases yes, which is why we ask when you will submit your file rather than when you want the document. We check what your own receiving authority requires when we study your case, and time the issuing and the certification to it. Send us the date you will submit your file in your first message — that is what we count back from, not the day you ask.
I do not know which province my record is in — can we start?
Yes — locating the record is part of our work, not a condition for starting. Send whatever older documents you hold, even expired ones: a family book, an identity card, a previous registry extract. From those we work back to the registry office. And if you hold nothing at all, we tell you what the possibilities are and what the search costs before we begin.
How long does it take to obtain the document?
We do not give a figure we cannot keep. What is in our hands — establishing the document, locating the record, certification, translation and delivery — we do tell you the duration of. Signing the power of attorney is in your hands, and the step at the office in Syria is in nobody's hands here. We tell you whenever the file actually changes state, rather than give you a date we later apologise for.
My original document is lost — does a replacement work?
Usually yes, because what is issued is not a copy of your document but a fresh document from the register itself. Losing the document does not mean losing the record. We first verify that the record exists and what state it is in, then tell you exactly what can be issued and what cannot.
Do you send the document to my address outside Türkiye?
Yes, and we agree on the delivery method before we begin. But the form it arrives in matters more than the speed: a document that arrives missing its certification or translation is turned back by the receiving authority and the whole round starts again. So we first prepare it to what that authority asks, and then send it.

Sworn translation and notarisationA document is not accepted because it has been translated, but because it is in the form the authority receiving it asked for: some procedures accept a sworn translation on its own, others require notarisation. And a Syrian document carries no apostille: Syria is not a party to the Apostille Convention. No office can validly ask you for one. Its route is a chain of certification that ends in translation. So we start from one question: who will receive it, and how was the request worded?Sending documents and parcelsWhat usually fails is not the journey but the counter: the document arrives intact and is then refused because its certification or translation is not in the form the receiving authority requires. So we start from the receiving authority, not from the envelope — we review what you want to send and whether it may be sent at all, then pack it, declare it, give you the tracking number and follow it through to delivery.Consular proceduresMost of these procedures you can complete yourself. The difficulty is not the procedure but its order and its form: which document is prepared first, which certification comes before which, and in what form each is accepted. And Syria is not among the contracting parties to the Apostille Convention, so a Syrian document needs a chain of certification rather than a single stamp — a chain whose shape is set by the authority that will receive it. Go in the wrong order and you lose both the appointment and the fee.University admission and equivalenceWhat costs the most time here is not the difficulty of the papers but starting down the wrong route: a sound file prepared for an authority that is not waiting for it. Two routes sit under this title — university admission, and denklik (diploma equivalence) — each with its own authority, its own papers and its own calendar, and the order between them changes with your diploma and with where you are trying to get to. We establish which one applies to you and where to start, then walk it with you until the decision is issued and explained.Registering a Turkish marriageWhat stops most marriage registration files is not a refusal but a document belonging to the other party: a civil record that still says “married”, an out-of-date certificate of no impediment, or a translation without notarisation. The registry reads the two situations together, not only the situation of whoever came to the office. So we start by reading both records before you prepare a single document, then arrange what the file actually needs — including the health report, which no one is exempt from — and follow it through until the family book is issued.Family reunification invitation“Family reunification” is one name for several routes, and what separates them is not the papers but the authority that receives them: the migration office inside Türkiye, or another country's consulate. A Syrian document is not read as it stands by either — Syria is not a party to the Apostille Convention, so certification runs through a chain of authorities rather than a single stamp. So we start from both parties' status and from the receiving authority, then prepare what is genuinely required rather than what is usually assumed.

Not sure which document you need?

Send us one message: which document has been asked of you, which authority asked for it, and in which country. We will tell you what has to be obtained and in what form — and if what you already hold is enough, we will tell you that too.
